I'd check behind the power steering pump for a damp area on the engine block or something in that general area. Also, like PrimeTime said, the R&P is suceptable to leaking too.
Power steering systems don't "use" oil per se, like engines can use oil. There's nothing to burn off, so it really must be a leak somewhere.
