Just got off the phone with the head honcho at Bully.  Ready for this????  He says they are designed as a DETERENT ONLY.  If you pull up hard on the latch (my original complaint, it didn't lock if you pulled hard), it WILL COME OPEN.  It is not meant to LOCK the tailgate, it is only meant as a DETERENT!!!!!!!!!

When questioned as to why this information is not anywhere in it's printed media, such as "This tailgate lock does not actually lock the tailgate when properly installed and can be by-passed by simply pulling harder on the handle then normal" he responded that this is a common body of knowledge and everyone who buys these things knows that!!!!!!

I have to be honest here.  This is the biggest bunch of crap I have ever been asked to swallow.  The fact that I am to assume that a tailgate LOCK does not actually LOCK my tailgate is such horse crap I do not know what to think.

Wow - that really sucks. I disagree with his statement that it is "common knowledge"! I've been in this industry for 11 years and have never heard that. Not good!!!
