I'm working on a 92 Chevy s-10 with a 4.3. It has a very rough ideal it revs up high and go back down. I thought it would be a throttle position sensor. But the check engine lights not on. I checked it and it flash a code 12. The e-brake lights on does that mean anything thanks

You might check gasket between throttle body and intake manifold for starters. The are prone to leak with age.

I ran some oxygen around that area and no change in idle?

I suppose oxygen might work, but if the fan is running, it'll blow it away anyhow.

When I'm checking for leaks, particularly around the throttle body / carb area, I always spray a little starting fluid at the base. It's liquid, so it stays in place better, and you'll get a definate RPM rise if there's a leak there.

Oxygen will just dissapate too quickly.

Besides that, oxygen itself does not burn, it is a oxidizer (it helps a fuel burn) so unless it is over rich, oxygen will prove nothing. Like rick said starting fluid or even WD40 will tell you if there is a leak there.
